In-House Recruiter vs Embedded Hiring Team vs Recruitment Agency: What’s the Difference?
Each model can work well. Each can also be expensive and slow if it doesn’t match the hiring you actually need to do. This guide explains how the three models differ, what they cost, and how to decide which one fits your business right now.
The short answer
- In-house recruiter: a permanent employee who runs hiring for your company. Best when you have steady, predictable hiring every month and the budget to build a team around it.
- Embedded hiring team: dedicated recruiters from an external partner who work inside your business as if they were your own team, usually for a monthly fee. Best when you have a lot of roles to fill, need to move quickly, or want recruitment capacity without adding permanent headcount.
- Recruitment agency: an external firm that fills individual roles and charges a fee when you hire. Best for occasional, specialist or senior roles.
The rest of this article explains the trade-offs in more detail.
What is an in-house recruiter?
An in-house recruiter is a member of your own team whose job is hiring. They write job adverts, source candidates, run first interviews, coordinate with hiring managers and manage offers. Because they sit inside the company, they build deep knowledge of your culture, your teams and how decisions get made.
When an in-house recruiter works well
- You hire at a steady pace all year, so the role never runs out of work.
- Your roles are similar enough that one person can cover them well.
- You want to build long-term employer brand and talent pipelines.
Where it falls short
The main risk is capacity. One recruiter can only run a certain number of roles at once. When hiring spikes, after a funding round or a new contract, there is no easy way to add more recruiters for a few months. Hiring a second or third recruiter takes time, and when the spike ends you are left with fixed salaries for work that has gone away.
There is also the cost of the role itself. Beyond salary you pay employer National Insurance, benefits, tools such as an ATS and LinkedIn Recruiter, and the time it takes to hire and train the recruiter. If they leave, the knowledge and pipelines they built often leave with them.
What is an embedded hiring team?
An embedded hiring team, sometimes called embedded recruitment or embedded RPO (recruitment process outsourcing), is a group of experienced recruiters supplied by an external partner who join your company and work as part of it. They use your tools, attend your meetings, speak to candidates as your company and run the whole hiring process from briefing to signed offer.
The difference from an agency is who they work for. An agency recruiter works on many clients’ roles at once. An embedded Talent Partner works on yours.
How an embedded hiring team usually works
- Discovery: the partner learns your hiring plan, your teams and what good looks like for each role.
- Set-up: dedicated recruiters are assigned and given access to your systems. At Global M this happens within seven days.
- Delivery: the team sources, screens and manages candidates, coordinates interviews and supports offers.
- Reporting: you see progress on every role in live dashboards and regular check-ins.
When an embedded hiring team works well
- You have many roles to fill at once, or a hiring plan for the next six to twelve months.
- You need to start quickly and can’t wait months to build an internal team.
- Your hiring volume goes up and down and you want to scale recruitment capacity to match.
- You want the culture fit and process ownership of an in-house team without adding permanent headcount.
Where it falls short
If you only need one or two hires a year, a monthly fee is hard to justify. An embedded team also needs some time from your hiring managers, especially at the start, because the recruiters need a proper brief to do the job well.
What is a recruitment agency?
A recruitment agency fills individual roles for you. Most UK agencies work on a contingency basis, which means you only pay if you hire one of their candidates. Typical contingency fees are 15 to 20% of the candidate’s first-year salary, and 18 to 22% for technology roles, with niche skills often costing more, according to Recruitly’s 2026 guide to agency fees. Senior and executive searches are often run on a retained basis, where part of the fee is paid up front.
When an agency works well
- You have an occasional role that sits outside your usual hiring.
- You need a senior or highly specialist hire where the agency already knows the market.
- You want to pay only on results.
Where it falls short
Fees add up quickly. With a UK median advertised salary of £70,000 for software engineers (IT Jobs Watch data for the six months to October 2026, reported by TestGorilla), an 18 to 22% fee means roughly £12,600 to £15,400 for a single hire. Ten hires a year is a six-figure spend. Agencies also tend to focus on the roles that are easiest to fill and quickest to pay, and the candidate experience is shaped by someone outside your company.
In-house vs embedded vs agency: side-by-side
| In-house recruiter | Embedded hiring team | Recruitment agency | |
|---|---|---|---|
| How you pay | Salary, employer costs and tools | Monthly fee | Fee per hire (usually 15–22% of salary) |
| Best for | Steady, predictable hiring | Multiple roles, growth phases, fast starts | Occasional, senior or niche roles |
| Speed to start | Slow: you have to hire the recruiter first | Fast: days to a couple of weeks | Fast for a single role |
| Flexibility | Low: fixed headcount | High: scale up or down | High, role by role |
| Knowledge of your company | Deep | Deep, because they work inside your team | Limited |
| Cost as hiring grows | Rises in steps as you add recruiters | Predictable | Rises with every hire |
How to choose the right model
Start with your hiring plan for the next twelve months rather than the role in front of you. These questions usually point to the right answer.
How many hires do you need, and how steady is the flow?
If you need a handful of hires spread across the year, an agency or a success-based partner is usually the most efficient option. If you need ten, twenty or more hires, especially over a short period, paying a fee per hire becomes expensive and an embedded team usually costs less overall. If hiring is high and steady for years, building an in-house team makes sense, often with an embedded partner covering the peaks.
How quickly do you need to start?
Hiring a good in-house recruiter can take as long as the roles you need them to fill. UK roles take around 40 days to fill on average, according to SmartRecruiters data reported by TestGorilla, and specialist roles often take longer. An embedded team can be working on your roles within a week or two.
How much control do you want over the process and the candidate experience?
In-house and embedded teams speak to candidates as your company and follow your process. With an agency you have less control over how your company is presented.
What happens when the hiring push ends?
This is the question companies most often forget. Recruiters you employ stay on the payroll. An embedded team can scale down when your plan does.
Combining the models
Many of the companies we work with use more than one model. A common pattern is a small in-house talent team that owns employer brand and hiring process, an embedded team that adds capacity during growth phases, and a specialist partner for the occasional senior or niche role. The aim is to pay for recruitment capacity when you need it, without carrying it when you don’t. We explain how in how to scale your recruitment team without increasing headcount.
Key takeaways
- An in-house recruiter suits steady hiring and long-term investment in your talent function, but adds fixed cost and is slow to scale.
- An embedded hiring team gives you dedicated recruiters inside your business for a monthly fee. It suits growth phases and high-volume hiring, and scales up or down with your plan.
- A recruitment agency suits occasional, senior or specialist roles, but fees rise with every hire.
- Choose based on your twelve-month hiring plan, not the single role you’re hiring for today.
